JOB TITLE: Monitoring and Evaluation Officer
TYPE OF CONTRACT: International Consultant (Regular) - Level 1
UNIT/DIVISION: Research, Assessment and Monitoring
DUTY STATION (City, Country): Accra, Ghana
DURATION: 3 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Research, Assessment, Monitoring and Evaluation (RAME) unit of the World Food Programme (WFP) Ghana plays a crucial role in identifying humanitarian assistance and development needs, targeting, monitoring and evaluation, establishing food security, nutrition, and early-warning systems, as well as mapping vulnerability and WFP interventions in the country. The RAME unit provides crosscutting support to the strategic outcomes of the CSP.
Under the direct supervision of the Head of Research, Assessment, Monitoring and Evaluation (RAME), the incumbent will support monitoring efforts of the RAME units, specifically by ensuring prompt collation of M&E related data to aid reporting using appropriate data analysis approaches. The incumbent will work closely with other UN agencies through the Office of the Resident Coordinator of the United Nations in Ghana, to support the performance tracking of the results of the UNSDCF (2023 to 2025) and play a key role in the inter-agency M&E working group for the UN, while supporting the transition of the Country Strategic Plan (CSP) from the first to the second generation.

ACCOUNTABILITIES/RESPONSIBILITIES:
1.Contribute to the monitoring and evaluation strategy in line with the Corporate Results Framework and indicator compendium.
2.Contribute to (or lead when requested) the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements.
3.Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
4.Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required in medium complex portfolios.
5.Contribute to the monitoring of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals.
6.Represent WFP at inter-agency meetings with other UN agencies, government, partner agencies to exchange knowledge and experience, promote the importance of monitoring and evaluation and build partnerships that enhance inter-agency monitoring and evaluation activities.
7.Contribute to the development of systems and tools that support effective monitoring and performance reporting for WFP and the broader UN system through the Interagency M&E working group of the UN, in line with agency specific policies and global best practices.
8.Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.
9.Contribute to thematic reviews, assessments and monitoring reports, which are intended for internal and external learning, strategic and operational decision-making.
10.Build M&E capacity of WFP staff and partners through delivery of training and information sharing.
11.Manage junior staff members and guide as required to enable high performance.
12.Other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
Support provided to harnessing the monitoring system of the CO Tools and systems for performance tracking and monitoring established
Trainings conducted and relevant guides and training materials duly documented
Infographics, reports and presentations produced
Meetings attended on behalf of WFP
CO and partner staff mentored, guided and supported

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:
Minimum of three to five years of experience in monitoring and/or evaluation, including strong experience using a variety of quantitative and qualitative analytical tools and methods, preferably in the humanitarian or international development context. Experience leading effective monitoring and evaluation processes across multiple countries or at the global level is a plus.

Knowledge & Skills:
Ability to work independently and as part of a team.
Strong leadership skills and a supportive management style.
Demonstrated coordination of multiple teams, organizations, and activities concurrently.
Well organized, detail-oriented, and able to prioritize and manage multiple tasks simultaneously with minimal supervision.
Experience using statistics programmes (R, SPSS, STATA).
Experienced in developing reports, infographics, and presentation for external high-level audience e.g. donors, senior management.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).
