UNICEF’s organizational commitments to safeguarding are expressed in its Policy on Conduct Promoting the Protection and Children (“Child Safeguarding Policy”) and associated Framework, the UN Secretary-General’s Bulletin, “Special measures for sexual exploitation and abuse”, and further specialized regulations. Safeguarding objectives form part of UNICEF’s Strategic Plan 2022-2025. A new “Safeguarding Policy” is under development, bundling and extending these concerns. The aim is to ensure UNICEF systems minimize the threat of collateral harm to children and communities arising from UNICEF’s people, partners/associates and work, in accordance with best international standards and practices in relation to safeguarding. The risks will be mitigated through effective prevention, detection and reporting of and response to such harms
The Safeguarding Office, which will be established as separate office from the Office of the Executive Director in 2022, continues its important work in child safeguarding and protection from sexual exploitation and abuse (collectively, “safeguarding”). The office is the global manager of safeguarding risks. The Safeguarding Office will employ a small team principally serving advisory and coordination functions, with Divisions responsible managing global procedures and systems in their areas, and offices responsible for implementation. The office collaborates with other UN agencies and other stakeholders in inter-agency fora.
The incumbent reports to the Senior Advisor (Safeguarding), who currently reports to the Deputy Executive Director (Management).
The temporary position is based in Budapest, Hungary with possibility to work from home. The duration of the temporary appointment is for seven (7) months.
How can you make a difference?
The safeguarding risks that UNICEF manages across its people, partners and work are diverse.
The Programme Manager (Safeguarding) contributes administrative and technical expertise the planning, development, and communication/training of appropriate safeguarding procedures, guidance and administrative mechanisms. The Safeguarding Specialist opines on areas of safeguarding risk and appropriate mitigation measures to the Senior Advisor (Safeguarding), and contributes to institutional safeguarding resources. The Programme Manager (Safeguarding) may represent UNICEF in internal and inter-agency committees, and or contribute to briefing notes for senior management or oversight reporting. The Safeguarding Specialist may be required to serve as Officer-in- Charge, in the absence of the Senior Advisor.
Summary of key functions/accountabilities:
1. Regulation: Provide advice about regulatory gaps or inconsistencies in UNICEF safeguarding regulations. Perform consultation and research concerning international standards and mechanisms, donor policies and UN-wide interventions and initiatives.
Prevention, Detection, Reporting of and Response to Harm: Develop proposals for and contribute to the design of global or model internal controls, addressing with whom UNICEF works (vetting, training, management of personnel and associates), how UNICEF works (operational/programmatic risk mitigation), where it works (contextual risks), and addressing reporting and responses to incidents.
Communications and knowledge management: Raise awareness of safeguarding issues among diverse audiences working for or with UNICEF (webinars, presentations, etc.)
Reporting: Provide inputs to reports on safeguarding issues, as required, to oversight bodies and relevant media or other interests, concerning UNICEF’s safeguarding mechanisms or activities.
Coordination: Collaborate with other UN agencies and other actors through safeguarding working groups, as needed.
Officer-in-Charge and Other Safeguarding Needs: In the absence of the Senior Advisor, serve as officer-in-charge as needed. Address varied emerging needs of Safeguarding Office.
To qualify as an advocate for every child you will have…
A minimum of 8 years’ of progressively responsible professional work experience in safeguarding, law, public administration, child protection or risk management is required.
Experience in organizational safeguarding (child safeguarding or protection from sexual exploitation and abuse) is required.
Familiarity with UN administration is required.
Experience advising senior officials is highly desirable.
Experience contributing to reports of oversight bodies is desirable.
Experience in project management is desirable.
Experience writing grant applications is desirable.
Experience serving in a developing country, ideally in a safeguarding role, is desirable.
Excellent interpersonal and communication skills are required.

Remarks:
This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is is a safeguarding response role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) applies.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
